Meinhardt was the Lead Consultant and provided Civil, Structural and MEP Engineering. This plant comprises a workshop building, an administration building and tank farms for storing oil.

Tanks varied from 5 to 7 metres in diameter and up to 7.5 metres high. To overcome the 36 metre deep marine clay layer a piled raft was used for the tank farm. The workshop building incorporated a 36 metre clear span steel roof.
